FTC Obtains $250,000 Civil Penalty for Pre-Merger Filing Violations

It appears that the $250,000 fine was assessed only after Highland got its “one free bite,” and that the fine was significantly below the statutory maximum of about $660,000. ($11,000/day for each day of violation, assuming that the violation lasted 60 days from February 25 to April 25.)
